Kites are pretty abundant on the north coast, NT, with Black Kites the more numerous. Whistling are not uncommon however. 100+ at Darwin rubbish tip is not very unusual, mainly during the late wet season. The largest gathering I've seen was 400+ on Middle Point Rd (near Fogg Dam), 26 Sep 1998, over an area of burning grass. I've seen up to 1500 Black Kites during August/September at the rubbish tip in Darwin, though they're virtually absent December to March.
