My suggestion, and it is not a short term quick fix, is that he gets
involved in the new Atlas project and registers the site as a regular 2 ha
search area, and completes forms on a weekly basis.  This will do more to
say something about the area's birdlife than a one-off survey or bird list
and, I believe, will carry more authority with local or state governments
as part of a national research project.  I think this would also apply to
many other sites subject to various kinds of change in the next few years,
and a consideration for anyone thinking about getting involved in the project.
