The danger here is that occupiers of leasehold land may quickly come to
realise that forested leases will not be renewed and this gives them an
added incentive to clear, in order to retain the lease.
There was a situation some years ago (and it may still apply, for all I
know) under which leases were forfeited if no 'land improvement'
activities were undertaken. Clearly, land owners and leaseholders need
incentives to retain or develop forested areas on their land. Whilst
ever there is an economic reason (or at least the perception of one) for
occupiers to clear land they will do so.
