Martin O'Brien wrote, "The Wildlife Act 1975 and Wildlife Regulations 1992
can be accessed via the 'Law Today' ...    Note that feathers, bones and
teeth are considered as "wildlife" in Victoria, are thus protected under
the Act and require a permit to take from the wild".
It has been said that, "Rules are for the obedience of fools and the
guidance of wise men".

Perhaps Martin O'Brien can tell us who are the fools and who are the wise
men.  He might also tell us what advantages the citizens of Victoria have
had through the implementation of these provisions.  Various trees and
shrubs spring to mind.
