I've seen this behaviour in White-faced Herons, in shallow water with a muddy bottom and also a Masked Plover (Spurwing)that I raised. The plover did it while foraging on the wet (not flooded!)ground in our plant nursery. It would take 2 or 3 steps then pause, then repeat the procedure. I don't recall seeing it catch anything using this technique. If anyone is interested, I've made detailed notes of the foraging behaviour and preferred naturally-occuring food items of various birds (and kangaroos) that I've raised and rehabilitated over the years.
