Thanks so much, I fixed the problem in another way. when I compile, I type
./configure --host=arm-unknown-linux --build=i686-linux CFLAGS='-Os' 
--with-ssl=/usr/bin/openssl --enable-smtp 
CC='/usr/local/arm/2.95.3/bin/arm-linux-gcc'

and then make, make install, finally transfer the"curl, curl.config" 
"libcurl.la ..." to the ts 7260 bin and lib folders

when I run curl on ts 7260, the command line works fine, it gives me
:bin# curl -I http://www.google.com
