I don't know about the proper method, but here is what worked for me.
1) Create a file /etc/timezone that has the time zone string for your
time zone. Here in San Francisco is it "PST 8 PDT".
2) Put a line at the top of /etc/init.d/rcS:
export TZ=`cat /etc/timezone` (these are back carets, to the left of "1"
on the keyboard)
3) Put the same line in /etc/profile
4) Add the option "-u" to any calls to hwclock.
(1) lets you keep the time zone info in the normal place
(2) makes the TZ variable available to the processes started in init.d
(3) makes the TZ variable available to all user shells
(4) causes hwclock keep the time in UTC.
