DHCP can work with DNS to dynamically update DNS with new IP addresses.
So you know that cam1.local.lan is always camera 1 and you don't care
what the IP is.
Conversely, you can have each device tunnel back to the server using
VPN. The VPN server assigns static IP addresses based on the
authentication tokens. that way all your devices always have the same
IP address.
I use both and both are 100% reliable.
