[ts-7000] TS-7800 SSH doesn't work on Etch-EABI-Armel

I am having a problem with ssh on etch-eabi-armel (oct042007) on our TS-7800.  
If I try to SSH to or from the ARM I get

hash mismatch
debug1: ssh_rsa_verify: signature incorrect
key_verify failed for server_host_key

I've re-keygen'ing and deleting known-hosts files but haven't made any progress.

Have anyone encountered this problem with the EABI build or have any 
recommendation on what to do next?  I would very much like to use EABI for 
floating pt performance.
