Some Linux systems don't allow root login without special permission. See if you can login as a regular user, if so its a prmissions problem

And you might be able to fix it by entering redboot and starting the
kernel manually, pass it your normal parameters adding at the end
init=/bin/bash that should drop you to a root privileged bash prompt
where you can modify /etc/securetty
