PC/104 is just ISA bus folded over.  There are a number of books on ISA bus as that was what the PC used for many years.  The TC board allows higher speeds than the 12MHz max for the PC; however, you would have to make sure you take that into account, if you want to design ISA at a higher speed.

also the old IBM PC manual had a schematic of the pc.  You can buy blank PC104 prototyping boards.  For a start I would try jamco also if I recall correctly the eagle layout editor has a template for pc104 if you want to layout your own board.  eagle is free for the small version and not much more for the larger versions.ie number of pads.
