On a TS7260, using the standard tslinux image, and the telnetd from the TS 
supplied busybox, I have no problems running the telnetd daemon and 
connecting in via telnet. 

Sorry but I've not been following this thread until now. How is your
telentd setup. The busybox telnetd is not run from inetd, it runs 
as an independant daemon.
