Technologic System's tech support (promptly! =D ) answered this question with 
the following:

"Hi Don,

If you install JP7 on the TS-7260 (next to the PC/104 header) this 
configuration will work for you.
Take care to only run input voltage to the TS-7620 at 5vdc in this 
configuration, however!

This bypasses the TS-7260 5v regulator, and redirects your input voltage to the 
TS-7260 to the PC/104 5v rail.
There just simply isn't enough current available for two ETH-2s on a TS-7260.
