[ts-7000] TS-7800: missing /sbin/init and /dev/initctl

I installed on a new microSD card by downloading 2G-mSD-7800.dd.bz2 from the 
ftp.embeddedarm.com site: /ts-arm-sbc/ts-7800-linux/binaries/ts-images

After bunziping it, transferred to the micro-SD card using another linux system 
with:

dd if=2G-mSD-7800.dd of=/dev/sdb

I then moved my new microSD card to the TS-7800 and booted the unit.

The new system is:

Linux ts7800 2.6.21-ts #1 PREEMPT Fri Oct 10 10:20:42 MST 2008 armv5tejl unknown

The prompt is also different, so I'm sure I'm not into the onboard flash linux.

The problem is shutdown doesn't work and complains about the lack of 
/dev/initctl and /sbin/init.

What did I miss doing?
