[ts-7000] Weird ftp bug on ts-11 on 7260's

We routinely ftp our java jar files onto the ts7260. Recently I've had
a situation where when I ftp the jar file on the filesystem and
execute the code everything works *until* I reboot at which point the
jar is corrupted. I suspect that a buffer is not being flushed. The
solution to the problem is somewhat unexpected as well. I can ftp a
tar file containing the jar to the device then untar it and everything
works as expected.
