If the drift is constant, then yes.  If the oscillator is wandering, then no.

OP could use a PPS signal, and / or stabilize the oscillator (if that turns out 
to be the problem).  This post (and it's parent thread) has links to info on

I guess the OP needs sub-mS accuracy while disconnected from the net, otherwise 
he could just use his stratum 1 server.  How long, and under what temperature 
conditions, do you expect sub-mS accuracy?  Using a PPS from a GPS sounds like 
the only option to me to keep sub-mS time while off the grid.
