You need to setup the ftp server on the ts7xxx then you can use ftp to transfer files. For more complete development, download the nfs client package on the ts75xx and then the server package on your development linux machine. (we've tried getting an nfs server to run on windows with less that sadisfactory results)

I hope there is good reason to switch from a working PIC18 or Aruduino type microcontroller to a full-blown linux kernel on ARM ... IMHO, the extra complexity is only worth it if you need the higher level features. (Data logging? Web interface? Email from your solenoids!)

Sorry, I can't help with cygwin or eclipse. Personally I use linux for ARM development, cross compiling on my desktop machines for the ARM target. TS has several good "getting started with linux" type guides on their website.
