Found it. Not sure why but setserial and etc-setserial were running at startup
on the problem system.
update-rc.d -f setserial remove
update-rc.d -f etc-setserial remove
If these are necessary apps, comments to that effect are welcome. They aren't
running on the other system though and it's been in service for 6 months or
more, so I'm inclined to doubt it.
