I apologize for stating the obvious but have you:

Tried the modem under x86/linux (prefereably similar kernel+userland)
and confirmed the device works & works with Linux.

Checked the kernel can see the device (appears in lsusb output).

Checked the appropriate kernel module is loaded (if not compiled in),
seems to be usbserial for this modem.

Checked the device appears (ls /dev).

If not the module may need to be told to use this device, see:

You could also try a recent kernel, e.g: http://ts78xx.digriz.org.uk/

Or you could ask Technologic Systems for your money back.  USB is
partially broken on these boards - which may or may not be your problem.
