With rogers we have these choice to get static IP :
+ Pay 10$ more per SIM per month
+ If 100 cells -> ask Rogers to setup VPN -> they will charge you NRE -> you will save 10$/month/SIM
+ If 100 cells -> you setup your own VPN -> you save NRE and 10$/month/SIM

Can you elaborate. Your cell would have a dynamic IP but then you would use your own VPN to overcome that??
Or do you mean Rogers would setup the VPN?
