For PPPD, you need SIM with data enable.
In Canada with Rogers, it cost 10$ more per month per SIM card to have static IP on GPRS network.  If you have lots of mobile MODEM (ex : 100 or more), you can setup your own VPN network and save the 10$ per card per month ( 10$*100*12 = 12k$/year)
I dont know in States.

With two GSM modems you could easily send simple messaging back and forth via text messaging using simple AT commands over the serial port.

For something more robust, you'd need to setup a PPPD network connection between the two either:
1) one of them would have to have a static IP address (usually difficult to get with cell providers), in which case you could have the one with the static ip acting as a server and the other call into it
2) you would have to setup some kind of  messaging "gateway" application on a regular internet connected server that you would direct both cell modems to connect to and then the gateway would act as intermediary between them.
