Yes - the ts-sdboot software will do that; check TS's website.  You will 
want to have a ts9441 board, and/or a spi-flash emulator prior to 
changing the startup software on the ts7400.

If you are running 2.6.21 (or whatever TS is using) you may be able to 
statically link the SD card driver into the kernel.  This allows you to 
boot directly to modern ext2 filesystem running on the SD card; thus 
avoiding the difficulties associated with NAND flash filesystems.  You 
can also get rid of the initialfs ram disk.

The advantage of such a setup is that you can develop on your PC, put 
the SD card into a USB sdcard reader/writer, and directly modify the 
filesystem / kernel partition using DD / ext2, etc...
