In redboot, '$' will take you into the gdb stub if
CYGDBG_HAL_DEBUG_GDB_INCLUDE_STUBS is set in the redboot
configuration.  I checked our redboot source for the TS-7250 and the
'+' character does the same thing as '$' (I'm not sure if this is
standard in redboot though.)  Once in the gdb stub code, you can then
connect to the target from gdb remotely and do debugging
(inspect/change memory, set breakpoints, continue, etc...)

My guess is that your redboot was built with this feature enabled.
