You want the gspcav1 driver.
spook <http://www.litech.org/spook/> does a pretty good job of
autodetecting framerates. The best I've been able to get is 320x240
at about 11 fps - but you really can't do anything with it. If you
want jpegs, then you're CPU bound and the best I've been able to get
is 1 frame every 1.5 seconds or so at 320x240.
The PWC driver seems to do better - about 3 fps @ 320x240 serving jpegs.
There is also linux-uvc, which I haven't built yet as it's not clear
if it supports any of the webcams I have.
I haven't found any sort of client-server app that would serve raw
webcam streams and then create jpegs on the main server. That would
be ideal for me - put the ts7xx0 board at the remote site, have it
stream raw webcam data to a bigger server which would then do the work
of creating the jpegs. The bottleneck seems to be creating the jpegs
from the raw streams.
