Is the device being removed unmounted before it is removed? How much time 
elapses between the first device being removed and a second inserted?

The USB device should get unmounted automatically once it has been removed but 
if you are writing data to the device you should unmount it before removing 
it. If you aren't unmounting the device before swapping them, you may need to 
wait a while between removal and insertion to give the kernel time to detect 
the removal and unmount the device.
