Qt works fine on the TS-7300, if you can stand the license fees or the
requirement to keep open source your application. The .NET Micro
Framework also has license fees. So, if you want to use .NET Micro
Framework on a TS product you'll have to get involvement from
Microsoft coordinated with the hardware.
As of today, Wikipedia
(http://en.wikipedia.org/wiki/.NET_Micro_Framework) stated:

...Porting, which requires access to the .NET Micro Framework source,
is performed by Microsoft and hardware partners under license from
Microsoft. These partners then offer development kits and pre-built
modules capable of running the framework to developers and manufacturers.
Microsoft does not charge fees for developing applications using the
.NET Micro Framework and makes an SDK freely available for download
(however, Visual Studio Standard or better is required; the free
Visual Studio Express editions cannot be used). Distributing devices
that use the .NET Micro Framework does require a license, with
royalties based on volume.

Some people in this group have had success generating their own
graphics, Peter Elliot is one who has a beautiful example of what can
be created, see http://tech.ph.groups.yahoo.com/group/ts-7390/photos
where his is "Screen Images".
Also, there is another group that focuses on graphics on TS products
at http://tech.groups.yahoo.com/group/ts-7390/
