Yes, your distribution files like glibc, telnetd, etc. Looking at the
help text for CONFIG_UNIX98_PTYS, you need glibc 2.1 or later for
Unix98 ptys. If earlier than that, it is probably looking legacy ptys.
I guess you are using busybox telnetd, which can be configured to use
Unix98 ptys. Do you have /dev/ptmx?
But you know you should be using ssh, right? Google for dropbear...

legacy ptys were not set.
