I just had the same problem with my TS-7800.  I had been recently upgraded to the latest distribution, and I could not log into the newly created account.  One other symptom I was getting was I could 't even do a 'man' -- I was getting:

    man: error while loading shared libraries: libgdbm.so.3: cannot open shared object file: Permission denied

The solution for both problems was identical (and fortunately simple).  Log in through the serial console and type

    chmod 755 /

The original permission on / was 666.  The main point is for the directory to have 'x' permissions.

FWIW, the same error occurs if I try to log in as 'steve' on the
serial console, so it appears that the login process itself is the one
having issues...

Any ideas what is set up wrong on this thing and even more important,
instructions on how to fix it?
