The problem is that the af_packet.o module that ships on the SD card
is either corrupted or incorrect for the ts7400.  

No promises here but this is what worked for me:

Go to
ftp://ftp.embeddedarm.com/ts-arm-sbc/ts-7200-linux//binaries/ts-modules/tskernelmodules-2.4.26-ts11-7400.tar.gz
to download the modules archive.

Extract the folder tree and go to the
tskernelmodules-2.4.26-ts11-7400\2.4.26-ts11\kernel\net\packet folder
where you will find a correct version of af_packet.o.

On your ts-7400, backup the old af_packet.o file which is in
/lib/modules/2.4.26-ts11/kernel/net/packet

Copy the new af_packet.o file to the folder
/lib/modules/2.4.26-ts11/kernel/net/packet

reboot and bob's ur uncle...
