It's both.

If ttts5 is closed, then pins 7/8 act as RTS/CTS for ttts4.

If ttts5 is open, then pins 7/8 act as RX/TX for ttts5.

More specifically, when the BAUD bits of the STAT register is set to any 
non-zero baud rate, the UART functions overrides whatever is normally on 
the pin.  But the tsuart driver takes care of this automatically when 
you open the port, and shuts it off when you close the port.
