As someone else pointed out, you probably have a DNS lookup issue.  You 
can disable the FTP look-up of symbolic names by editing inetd.conf, 
locating the entry for FTP, and appending a -H to the line like so:

inetd.conf:ftp  stream  tcp     nowait  root    /usr/bin/ftpd   ftpd -H

That stops the lookup and also has the advantage that you don't have to 
disable DNS lookups across the board.
