I've seen this exact problem occur a carrier transitioned their service 
to a newer technology (e.g. from RTT to EVDO or something like that). 
Good luck trying to get the carrier to fix this though, as typically 
their left hand doesn't know what their right hand is doing.  (If you 
can even find the right hand...)  If the new system doesn't respond to 
LCP echo packets, about all you can do is turn off LCP echos.
