The reboot is more than likely due to power surges taken by the modem. I used
a GSM
modem on TS7260 and found that I needed a PSU capable of handling spikes of 3A
otherwise the thing would reboot (probably due to brownouts) every time it
tried to log
onto the network.
The overall power requirement was low, but the peak requirement was high.
I have also seen this behaviour with USB devices that take a power-on surge.
