There are a number of different script files that
you can put your executable file name in to in order
to get it to launch and run prior to launching a
Linux shell.

In the directory etc/rc.d you will find a number of
subdirectories that look something like this:

 ls -la
-r-x------    1 12794    10545        1716 May 15 10:05 rcS.sysinit
drwxr-xr-x    1 12794    10545        2048 May 15 10:05 rc3.d/
drwxr-xr-x    1 0        0            2048 Jun 29  2007 rc0.d/

drwxr-xr-x    1 0        0            2048 Aug  3  2004 rc5.d/
drwxr-xr-x    1 0        0            2048 Aug  3  2004 rc4.d/
drwxr-xr-x    1 0        0            2048 Aug  3  2004 rc2.d/
drwxr-xr-x    1 0        0            2048 Aug  3  2004 rc1.d/

If you're running at layer 3, you would go to the 
rc3.d subdirectory and look at the files that are 
in there and create your own script file with a
numeric value which designates in what order your
script file gets executed.  For example, if you have
something that looks like this:

1 0 0 21 Mar 13 18:11 S20inetd -> ../../init.d/rc.inetd
1 0 0 20 Mar 13 18:11 S90ts7kvfb -> ../../init.d/ts7kvfb
1 0 0 20 Mar 13 18:11 S30telnetd -> ../../init.d/telnetd
1 0 0 20 Mar 13 18:11 S11portmap -> ../../init.d/portmap
1 0 0 20 Mar 13 18:11 S10Network -> ../../init.d/network

You could create a script file called S95myscript
and if you notice the file names, s10network gets
run first, then s11portmap, then s20inetd...  the
sequential numbering gets executed until it comes
to your S95myscript

Your S95myscript file would contain #!/bin/sh
and the next line would be the name of your
executable file.

You probably can't do much about that.  }:-}
But my answer is: who knows?  You would need to
describe what you're running, hardware and
software.  The flash file system on the TS 
boards take more and more time to index the files
on the system as the board's file system gets
used more until it reaches a stable point at
which time the time increase levels out.
