[ts-7000] How do I restore flash?

While wandering around in a maze of twisty little http and ftp passages,
all different, I have not stumbled upon a good answer to this question:

How do I reprogram the flash?

I find that two ts-7250s that I purchased at the same time don't
have the same kernel: one has a ts9 and the other a ts11. I'd
like to reflash the kernel in the first board to make them both
the same. Is there a description of this process somewhere,
and the requisite files? I don't know if redboot has changed,
so perhaps I should rezap that too? And maybe the file system
to start over with a clean slate?

A pointer to the correct passageway would be much appreciated.
