It depends on what you want to do with the ARM processor...

The cheapest way to get experiment with the Technologix Systems 
product line is via the TS-7400 (http://www.embeddedarm.com/epc/
ts7400-spec-p.php). If you need (S)VGA output then the TS-7300 is 
your board, and if you want speed the TS-7800 is has a higher level 
of performance.

If however you're looking for low end embedded work then you'r better 
off with an ARM7 or a Cortex-M3 (Lumiary Micro) based processor.

Without knowing what you aim to do with the system it's a little 
difficult to recommend the correct dev kit.
