Ok, first i say thank to all the feedback on my question and second I 
would like to clarify the process (even though not a good idea) of 
how to do this. 

All i do is set a cgi script that is owned by root with suid set. 
that executes the shutdown command? This sounds good

Since there was many different replies I would like to hear if this 
sounds like the best plan.

My system was normally controlled by using telnet on a laptop in the 
command prompt. However recent developments rerquired a more user 
friendly webpage interface.
