If you've already downloaded it you can say "dpkg -i drop*deb"
But the usual way is to say "apt-get install dropbear", which will
download the correct version and install it, as well as making sure
that any libraries it uses are up to date.

However, "sarge" is an old release of Debian that is no longer
supported and does not receive security updates. The current one is
"etch", released a year ago.
Maybe TS could update ts-debian to the current stable version, if they
are still shipping sarge.
