[ts-7000] lpcap not found

hello,
i am trying to cross compile packet capture program on 7200. i am
using   arm-Linux-gcc compiler and keep all the header file under
/usr/local/include but not getting -lpcap though i keep pcap.h under
that directory. i useed LIBPCAP and LIBNET library.
can any one give me idea how can i solve this problem.

getting this error:.........arm-linux-gcc -o pst pst.c -lpcap -lnet
/usr/local/hybus-arm-linux-R1.1/arm-linux/bin/ld: cannot find -lpcap
collect2: ld returned 1 exit status
