many thanks Phil , it was a simple as that. Neither server nor client
 , it was a fault in my HTML. 

I should have clicked earlier. I had seen references to this sort of 
thing in researching the problem but it was always presented 
specifically as an issue with dynamically created svg content. 

A bit of divergent thinking is required. 

They may look like images, MIME types may list them as images but to 
a browser they are xml within an html document and need to be tagged 
as objects.

Many thanks for pointing me straight at the solution.
