The "Video Chipset" has historically been IBM PC terminology (defacto
standard and all). Since VGA is pretty much a standard the "suitable
signal" is VGA, that is what the default TS-7300 puts out at 640x480.
There's another bitstream that puts out 800x600 but that's still VGA,
using the "different refresh rate and Width / Height" you referred to.

As for software... The VGA registers are present in the memory map on
the TS-7300 but they're different from an IBM PC because they are not
I/O mapped (x86 has a separate I/O space). So, you can work with the
registers but you're limited to the range that the FPGA allows for
values. Also, if you can vary things much you have to be aware that
some video devices can be damaged if you send signals that it "doesn't
like".
As for tools.... An oscilloscope is handy to determine what is coming
out of the video before you risk damaging a video display device.
Also, good documentation on VGA video. Usually any VGA chipset for a
PC is going to have to have the VGA standard ports and you'd have to
map those to the memory of the TS-7300.
I'll let someone that knows the hardware stuff address the difference
between composite (via the RCA) you described and VGA. I believe
there's an issue with impedance.
