Maybe your eyes are better then mine, but I don't see any components
labeled "23676"... (oh, and most of the components are black :-)

The RTC would be much taller then all the other chips on the board; it is
almost as tall as the RS-232 DB9 connector.  It should be labelled
"M48T86PC1 REAL-TIME CLOCK".  Here is an image without the RTC:

This suggests the RTC is present and running.

rtc7800 should be used instead of hwclock, hwclock will not work on the 7800.

The only difference between the two is that the new one checks to make
sure the RTC has been activated at the start of each run.

Can you run the following commands and send the output?

date
ntpdate ntp.server.wherever (obviously modify as needed to make it work)
date
rtc7800 -s
reboot
rtc7800
date
