No this isn't the problem.

I can communicate with any other TS-7200 plugged with the same cable.
 And anyway the ping request would never return the "NETDEV WATCHDOG"
error message... it's more like this:

$ ping 1.1.1.1
PING 1.1.1.1 (1.1.1.1): 56 data bytes
...
...
<Ctrl-C>
--- 1.1.1.1 ping statistics ---
248 packets transmitted, 0 packets received, 100% packet loss
