Thanks for the follow up and reminding me to post the solution (in case anyone ever searches for this). In order to support baud rates other than those documented in the developer’s manuals requires a custom CPLD. This was done for us very quickly and at a reasonable cost (we explicitly needed 4800 baud support) by TS support. We had to give up one of the other baud rates but are very happy with the results.

BTW: Did you ever find the answer to your question? It seems there is
quite a delay in getting responses from this board. Anyway, I was
shipped a "Linux for ARM on TS-7000 - TS-Kernel and Drivers
Development" "manual" when I received my TS-7250. You will find more
information on page 30. The date on the pamphlet is Dec, 2006. Of
course I have no idea where to locate a copy on the ftp site or if is
even there.
