As near as I can figure, the full debian boot mounts / rw, deletes
some files from /etc/networking, then recreates them after networking
starts up.
If you try to mount / ro, it *still* mounts / rw, deletes that
networking config file, them remounts ro, and fails to start
networking....
The usual shortcut of a symlink won't work as the first phase deletes
the symlink....
I haven't had a chance to go through the startup scripts to see where
that's happening.
