Replying to myself on this, incase someone else runs into the same 
thing.

I changed ap_scan=2 in wpa_supplicant.conf which solved this issue.
I believe ap_scan=1 is more for ad-hoc or master mode as 
wpa_supplicant tries to set the frequency which is not supported in 
managed mode.

I managed to get the zd1211 chipset (shuttle) working on the 7400 for 
both WEP and WPA. Note when using WEP I had to issue a iwlist wlan0 
scan followed by a iwlist priv wlan0 connect <cell number> in order 
to associate with the access point. When using WPA, wpa_supplicant 
does this for you.

I also manged to get the zd1211b (AirLink AWLL3026) working with WEP 
and the zdb driver. ( driver does not appear to support WPA at the 
moment)
