In 2.4 you need to manually create the /dev/ nodes (they're
eventually part of your base filesystem). In 2.6 udev and
scripts can be used to automatically create them.

Check out; man mknod

mknod /dev/video c $major $minor

where major and minor are as-expected by the video
driver.
