I would suggest that you get a copy of microwindows: 
<ftp://microwindows.censoft.com/pub/microwindows/microwindows-full-0.91.tar.gz>
 and look at how it accesses the framebuffer.

It's pretty simple and straightforward. I'm not really aware of other
small windowing environments that are GPL.
