The TS-7xxx boards don't have power supply control on them like a ATX PC 
would.  The reason the OS on a ATX PC can shut itself down is because 
there is a small power management circuit that's always powered by the 
power supply, this circuit when you press the power button grounds one 
pin on the PS connector causing the PS to turn on (you can do it 
yourself by shorting the green wire to ground on a standard ATX power 
supply.)

The TS-7xxx doesn't have this, power goes in, goes through regulators, 
and powers the components.  You could easily modify init or your 
shutdown scripts to bring GPIO high that's connected to the release on a 
latching relay (with some glue circuitry since I don't know of any 
latching relays that run on 3.3v), or build a latchign circuit with two 
relays.
