Just in case anyone else runs into this problem, I was able to fix
this using eeprom_write.  It appears that the ts7250-tsbootrom image
expects the final locations in the 2K EEPROM to be cleared.  When
programming the 2KB eeprom using xmodem or perhaps with tftp, some
memory after the image may not be cleared and if you do an
eeprom_write with a length of 2048 you can end up with some non-zero
values in those high locations.  Just reboot using serial_blaster and
clear them with an mfill'd 0 block and eeprom_write -o (offset). 
That will clear the locations that ts7250-tsbootrom looks at for
factory programming data and it will reboot normally again.
